Tercihsiz menşe kapsamında Kore Cumhureyitinin de elektronik menşe şahadetnamesi düzenleyebileceğile diğer ülkelerin listesi

İlgide kayıtlı yazımızda, tercihsiz ticaret kapsamında menşe şahadetnameleri için elektronik ortamda başvuru imkânı sağlandığı ve söz konusu belgelerin kabul edilmesi gerektiği yönünde bildirimde bulunulmuştur. Bu çerçevede Kore Cumhuriyeti Gümrük İdaresinden de tarafımıza bildirimde bulunulmuş olup, güncellenen elektronik menşe şahadetnamesi kullanımına ilişkin ülke listesi ilişikte gönderilmektedir. Kore Ticaret ve Sanayi Odası'nın onayladığı elektronik menşe şahadetnamelerinin doğruluğu "http://cert.korcham.net/search/index.htm" internet adresi üzerinden teyit edilebilmektedir. In accordance with the Foreign Trade Act of Korea, the Korean Chamber of Commerce is authorized to issue the Certificate of Origin for non-preferntial rules of origin, as well as preferential rules of origin. Under the "Foreign Trade Act", the Article 66 of "Enforcement Decree of the Foreign Trade Act" authroized the Minister of Trade, Industry and Energy to announce the details necessary for issuing certificate of origin the exported goods. And upon this provision, the Minister of Trade, Industry and Energy of Korea designated the Korea Chamber of Commerce as the issuing authority of certificate of origin. I would like to kindly consult with you on electronically issued Certificate of Origin (eCO) documents. On behalf of the Turkish Customs Administration, I would like to kindly get information and confirmation of your esteemed Administration regarding the current implementation about eCO documents. Some of our economic operators claim that the e-Certificate of Origin documents (please kindly see the attached example) are not accepted at the Turkish Customs Offices, in this respect, they ask us whether it is possible to issue an eCO. We haven't received any notification regarding the subject matter from your Esteemed Administration. In this regard, could you please update us regarding implementation of eCO? After receiving your confirmation, we may authorize our Customs Offices to accept the eCOs coming from the Republic of Korea.
