Announcement of a new vehicle Registration Certificate format The Road Traffic Safety Directorate is the competent state authority of Latvia responsible for vehicle registration and for issuing vehicle registration documents and license plates. We inform you that, starting from 30 March 2026, the Road Traffic Safety Directorate will begin issuing a new version of the paper vehicle registration certificate. In the new vehicle registration certificate, the layout of sections has been changed. New sections have been added - V.7 engine emissions and V.9 emissions level. The document number, consisting of two series letters and seven digits, is printed at the bottom of the front side, while the QR code contains document form number on the upper right corner of the document reverse and and document form number is also indicated in digits below it. We kindly ask competent institutions to take these changes into account in vehicle inspection or registration processes and to inform other involved parties accordingly. A detailed description of the changes and the new format of the Latvian vehicle registration certificate can be found in the attached files. Description of the new vehicle registration certificate The document consists solely of Part I Size (format) 102 x 74 mm (single sheet folded and laminated) Material Paper, certificates are laminated with a special transparent plastic cover with hologram Colour Colour transforms from green to pink Document number Printed in the lower section of the front side. Changes made The layout (sequence) of the technical data fields has been modified; additional fields for engine emissions (V.7) and emission levels (V.9) have been added; the section on color (R) has been removed; and a QR code has been printed instead of a barcode. QR code contains information about the form number Issued starting from 30th of March of 2026 Serial number starts with AG000001 Security features Hologram The laminating cap features multiple "LV" symbols repeated across the entire surface, surrounded by oval shapes. A metallic hologram appears in the upper-left corner on the back. Rainbow fluorescent printing At the bottom of the certificate's front side appears text "REĢISTRĀCIJAS APLIECĪBA" in 24 EU languages in 3 colours: green, red and dark blue. Green ink is visible under ultraviolet light. UV lamp UV overprinting The registration certificate front side over its basic text has the text "LATVIJAS REPUBLIKA" in security invisible ink. The text becomes visible under an ultraviolet light. UV lamp only Fluorescent fibres Front part and a folder, some visible under an ultraviolet light UV lamp Microprinting On the front side under the text "LATVIJAS REPUBLIKA" there is a micro printed text which repeats the words "LATVIJAS REPUBLIKA" Magnifying tools The certificate folder has micro printed text "CSDD" under the text "Atzīme par transportlīdzekļa noņemšanu no uzskaites" and under the text "Atzīme par transportlīdzekļa īpašnieka maiņu". Embossing, security ink At the bottom of the certificate's front side appear letters "LV" performed in security relief print with a special ink which changes colour with the viewing angle Watermark All over the registration document Symbols "LV" repeated across the document Visible within the opened certificate Completion of the document Entries are made in Latvian using a printing machine. Entries may not be corrected or supplemented. Only the entries on the opening page of the registration certificate are validated with the CSDD stamp and the signature of the responsible person E.E.
