Ek: 3 sayfa WCF yazısı WORLD CHAMBERS FEDERATION World ATA Carnet Council (WATAC) Note to national guaranteeing organizations members of the WCF/ATA international guarantee chain Implementation of the ATA Carnet System in Qatar as of 1 August 2018 1. National guaranteeing organizations are informed that, as of 1 August 2018, the Qatar Chamber of Commerce and Industry will become the 77th guaranteeing organization member of the ICC WCF ATA international guarantee chain. 2. ATA Carnets will be accepted by the Customs of Qatar under the WCO Convention on Temporary Admission (Istanbul Convention, 26 June 1990) and its Annexes A (temporary admission documents) and B1 (concerning goods for display or use at exhibitions, fairs, meetings or similar events) with a reservation in respect of Article 5.1 (a), whereby Qatar considers itself not to be bound by the provisions this Article. 3. ATA Carnets are not accepted for postal traffic. 4. ATA Carnets are accepted for transit. 5. According to Qatar Customs law, partial shipments under the ATA Carnet system are not accepted. Importation in split consignments is not accepted. However, importing only a part of the goods as on the general list is allowed under the condition said imported items are re-exported in 1 consignment. 6. ATA Carnets are accepted for unaccompanied goods transported as cargoes as well as hand-carried goods. 7. ATA Carnets issued by Contracting Parties to either the ATA or Istanbul Convention, or to both Conventions, will be accepted. 8. Replacement Carnets will be accepted. 9. Failing to re-export goods by the final date of re-exportation as specified by Qatar Customs, a fee of QAR 1,000 shall be payable for every week or part of the week past the reexportation date, taking into consideration that the final amount shall not exceed 20% of the value of the goods. Goods not re-exported for whatever reasons, shall be subject to import duties, taxes and penalties according to Qatar Customs law. The liability of the NGA shall not exceed the amount of import duties and taxes payable by more than 10% as specified in Article 8 (2) of Annex A to the Istanbul Convention. 10. A Regularisation Fee between QAR 500 to QAR 1,000 will be imposed by Customs for non-presentation of Carnet Forms to Customs for endorsement/verification upon re-export from Qatar, when alternative proof of re-exportation is provided, as stated in Article 9 & 10 in Annex A. 11. ATA Carnets may be completed in English or Arabic. The Customs may require a translation when the ATA Carnets are completed in any other language. 12. The Qatar Chamber of Commerce and Industry is authorized to receive and remit all sums related to the operation of the ATA System. 13. The Qatar Chamber of Commerce and Industry has duly signed and returned to the WATAC Secretariat a copy of the Interchamber Protocol on the organization of a system of international customs deposits in respect of ATA Carnets (Document 550/212 Rev. 2) and the Statement on the ATA System (Document 550/521 Rev. 1). 14. The Qatar Chamber of Commerce and Industry has also provided the WATAC Secretariat with the guarantee act required by the WCF. 15.
